Metro Vancouver has one of the most constrained industrial land supplies in North America. Bounded by the ocean, mountains, and the international border, the region has limited large-format industrial land remaining, while demand from distribution, logistics, and advanced manufacturing users continues. The City of Surrey holds a meaningful share of this remaining supply. Campbell Heights is one of the region’s most significant industrial employment areas, and how its remaining lands are brought forward will influence whether they are developed as high-quality, long-term industrial assets that support the city and its employers. The objective is to accelerate the supply of industrial space, support employment growth in Surrey, and ensure these strategic public lands generate long-term value over the full life of their development.
