Michael Heeney
ARCHITECT AIBC, FRAIC, RI (BC)
PRESIDENT & CEO
A nationally and internationally recognized city builder, architect and urban strategist with over 25 years experience guiding organizations and leading diverse projects, Michael Heeney joined SCDC as President and CEO in 2017. Michael has led local and international projects, often ones without precedent and in highly complex situations and jurisdictions. With a long-term and deep commitment to Surrey, some of his project experience prior to SCDC includes Surrey Central City, the City Centre Library, the Guildford Aquatic Centre and the recently completed SFU Surrey Sustainable Engineering complex. Michael is passionate about enhancing communities through innovative urban design and architecture and sees the importance of creativity and culture in contributing to the health and vitality of urban centers.
Michael is a member of both the Architectural Institute of BC and the Real Estate Institute of BC; a Fellow of both the Royal Architectural Institute of Canada and the Real Estate Institute of Canada; and a LEED Accredited Professional. He holds degrees from the University of British Columbia and the University of Toronto.
Reny Kahlon
SENIOR MANAGER, ADMINISTRATION & BOARD LIAISON
As a dedicated and knowledgeable professional with 20+ years of senior management experience in Board Governance and operations, Reny works closely with the CEO and President, the Board Chair and the Board of Directors to ensure procedures and policies align with SCDC strategic vision. She is responsible for administrative operations and corporate governance.
Amanda Zizek
Vice President of Finance and Operations
Amanda is the Vice President of Finance and Operations at SCDC, bringing over 15 years of progressive experience in finance, operations, and real estate development. She began her career in 2010 at a leading global professional services firm and joined SCDC from 2013 to 2020 where she grew with the company and held various roles in accounting & finance. Most recently, she served as Chief Operating Officer at a privately held real estate development and property management firm, where she oversaw financial management, leasing, property management, and corporate operations. In her current role at SCDC, Amanda leads finance and corporate operations and works closely with the President & CEO to ensure that strategic initiatives support the organization’s mission and long-term vision.
Amber Osadan-Ullman MCIP, RPP
Director Real Estate and Development
Amber is the Director, Real Estate and Development, bringing 15 years of experience delivering transformative mixed-use, civic, and transit-oriented projects across Western Canada.
Throughout her career, Amber has built a reputation for strategic rigor and inclusive leadership, spearheading high-impact urban projects including large-scale civic infrastructure and multi-parcel redevelopments. Her decade shaping urban real estate portfolios in Calgary, a rapidly evolving market, included a pivotal role in creating and delivering Calgary’s Culture and Entertainment district.
Beyond her professional role, Amber actively contributes to her community as Chair of the Vancouver City Planning Commission, guiding long-term urban development. She also mentors future planners with the Canadian Institute of Planners and supported students in the fields of land use planning, architecture, and business at the University of Calgary, now extending her guidance to students at the University of British Columbia through guest lectures, panel discussions, and one-on-one support. Her leadership reflects a deep commitment to inclusive, sustainable, and forward-looking growth, bringing a West Coast sensibility grounded in environment, community, and the power of real estate for positive impact.
Tina Lu
Director Real Estate and Development
Tina is the Director of Real Estate and Development at SCDC, bringing over 15 years of experience in real estate asset management, investment, and development across Western Canada. She specializes in optimizing income-producing properties and leading value-add developments to drive long-term value creation. Tina has worked across all asset classes, focusing particularly on Retail, and offers expertise in lease negotiation, financial modeling, market analysis, and strategic planning to enhance asset performance.
Passionate about advancing women in commercial real estate, Tina served four years on the CREW Vancouver board, including as Past President, Inaugural Chair of the CREW Awards Gala, and played a key role in planning the 2024 CREW Network Convention in Vancouver. Currently, Tina mentors students through the ICSC Foundation and is a member of the ICSC Next Generation Leadership Network (NGLN). In 2023, she was named a finalist for the Outstanding Young Leader in Canadian Real Estate award.
